China ships in disputed waters – Japan coastguard

In this Sept. 2, 2012 file photo, the survey ship Koyo Maru, left, chartered by Tokyo Metropolitan Government officials, sails around Minamikojima, foreground, Kitakojima, middle right, and Uotsuri, background, the tiny islands in the East China Sea, called Senkaku in Japanese and Diaoyu in Chinese. Japanese were voting Sunday, Dec. 16 in parliamentary elections that were expected to put the once-dominant conservatives back in power after a three-year break ? and bring in a more nationalistic government amid tensions with big neighbor China. Japan?s largest opposition Liberal Democratic Party leader Shinzo Abe in particular has taken a tough stance toward Beijing in the election campaign amid a simmering dispute over the islands in the East China Sea that are controlled by Japan but also claimed by China and Taiwan. TOKYO ? Chinese government ships were in waters around disputed East China Sea islands Monday, Japan?s coastguard said, as a senior Japanese diplomat prepared for meetings in Beijing aimed at mending frayed ties.

Three state-run Maritime Surveillance vessels were clocked in seas off the Tokyo-controlled Senkaku Islands, which Beijing calls the Diaoyus and claims as its own, around 0000 GMT, the coastguard said.

Kyodo News Agency reported that Japan had made a formal protest to China about what it believes is an incursion into its sovereign waters.

It was the latest in a series of incidents at sea that have also included confrontations between warships, with Japan claiming Chinese vessels locked their weapons-targeting radar onto a ship and a helicopter.

Beijing has denied the charge, which rang alarm bells for commentators already warning of the growing possibility of a military exchange that could have disastrous consequences for the region.

The row between Asia?s two largest economies blistered in September when Tokyo nationalised three islands in the chain, in what it said was a mere administrative change of ownership.

Months of angry exchanges followed, with the diplomatic temperature rising all the time.

But North Korea?s nuclear test last week somewhat dampened the rhetoric, with the international community keen for China to come onboard a broad move to pressure its sometimes-irksome ally.

The Japanese foreign ministry is planning to dispatch Shinsuke Sugiyama, in charge of Asian and Oceanian affairs, on Tuesday for talks with Wu Dawei, China?s special representative for Korean Peninsula affairs, local media said.

Sugiyama was also expected to meet Luo Zhaohui, chief of Asian affairs at the Chinese foreign ministry, to discuss Tokyo?s concerns about the radar incident.

The Japanese foreign ministry said Sugiyama was going to China for a meeting, but declined to discuss whether he would meet with his Chinese counterparts.

GTA's Premier Online Marketing and SEO Company Numero Uno ...

Numero Uno Web Solutions (NumeroUnoWeb.com), a fast-growing global Internet marketing firm that caters to small- and mid-sized business-to-consumer companies, is pleased to announce its top tips for optimizing pay-per-click (PPC) ad campaigns through recent upgrades to Google?s flagship advertising/ PPC platform, ?AdWords Enhanced Campaigns.?

Toronto, Ontario (PRWEB) February 16, 2013

Numero Uno Web Solutions (NumeroUnoWeb.com), a fast-growing global Internet marketing firm that caters to small- and mid-sized business-to-consumer companies, is pleased to announce its top tips for optimizing pay-per-click (PPC) ad campaigns through recent upgrades to Google?s flagship advertising/ PPC platform, ?AdWords Enhanced Campaigns.?

According to the Numero Uno Web Solutions experts, while mobile devices account for nearly half of all searches, only a very small minority of small- and medium-sized businesses have the financial means to implement a mobile ad strategy. Previously, AdWords was designed with the desktop in mind; not mobility platforms.

This was a big barrier to entry for small- and mid-sized businesses with tight advertising budgets because of the increased complexity of creating multiple platforms targeting different audiences on different devices, say the PPC experts.

The AdWords Enhanced Campaigns upgrades allow advertisers to more easily and efficiently target customers with ads based on location, time of day, and device type from a single campaign.

?While the Enhanced Campaigns will be available as an optional upgrade in late February, come June, all AdWords campaigns will be automatically upgraded to the new format; impacting all PPC advertisers,? says Nadia Iaboni, Digital Solutions Manager at Numero Uno Web Solutions.

As the experts note, the recent upgrades to Google AdWords means small and mid-sized businesses will need to be fully aware of all the changes impacting their budget, online presence, and ranking. With AdWords Enhanced Campaigns, mobile PPC will be easier to use. But it will also cause some older features to become obsolete.

With the AdWords upgrades, small and mid-sized businesses can create desktop-only campaigns, but not mobile-only campaigns. Both were an option with the previous version. According to the Numero Uno Web Solutions experts, this actually benefits businesses of this size since the vast majority weren?t leveraging the mobile-only application in the past; now they can create both.

When the new upgrades are implemented later in the year, all current PPC campaigns will migrate to the new platform. Whether a brand created a desk-top only campaign or mobile-only campaign, both will be adapted to run across both devices.

?To take full advantage of Google AdWords? recent upgrades, small and medium-sized businesses need to use an online marketing team that can help them transition their PPC advertising campaigns seamlessly. The experts at Numero Uno Web Solutions can help businesses maximize their advertising budget by designing a PPC campaign that increases visibility and traffic?and turns qualified visitors into return customers,? Iaboni concludes.

Numero Uno Web Solutions is one of the top Internet marketing firms due to constant innovation and overall customer satisfaction. Marriage Equality Activists 'Have Never Been More Hopeful'

A number of wins these past few weeks for proponents of same-sex marriage have fueled an unprecedented level of optimism, said Stuart Gaffney, a board member of Marriage Equality USA.

With a marriage bill passing the Illinois Senate, Defense Secretary Leon Panetta's step forward on extending benefits to same-sex military spouses, the president's renewed support for their movement and two pivotal Supreme Court cases pending, Gaffney said supporters "have never been more hopeful."

"We are really hoping that this year will be the greatest year ever for the freedom to marry in the United States," Gaffney told ABC News Friday. "There's so many historic firsts that have been happening, day after day."

Here is a look at what steps forward - and back - proponents of same-sex marriage have taken this week:

President Obama's SOTU Shout-Out to Same-Sex Couples

President Obama gave a brief but noteworthy mention to same-sex couples in his State of the Union address Tuesday night.

"It is our unfinished task to restore the basic bargain that built this country - the idea that if you work hard and meet your responsibilities, you can get ahead no matter where you come from, what you look like or who you love," the president told members of Congress and their guests in Statuary Hall.

That small shout-out was a step back from the level of support he showed in his inaugural address. Obama directly compared the gay rights struggle to such civil rights movements as the women's movement and the fight for racial equality during his swearing-in ceremony.

That speech was considered historic because it was the first time a president included the issue of gay rights in an inaugural address.

Panetta Adds to List of Benefits Available to Same-Sex Military Spouses

While it wasn't a full approval of what activists were asking for, an announcement this week by Panetta significantly increased the resources available to military members' same-sex spouses.

Panetta added 22 new benefits - including access to child care - to the list of those extended to same-sex partners.

The Defense of Marriage Act, which defines marriage as being between one man and one woman and is up for consideration by the Supreme Court this year, precludes same-sex military spouses from receiving many of the additional benefits for which advocates have asked.

One of the unmet demands was burial at Arlington National Cemetery, but a decision from the Veterans' Affairs bureau Thursday could signal changing attitudes towards that policy.

VA Secretary Eric Shinseki decided to allow retired Lt. Col. Linda Campbell to bury the ashes of her wife in a national military cemetery Friday.

Illinois Senate Approves Gay Marriage Bill

In what the Chicago Tribune called a " Valentine's Day victory," the Illinois Senate voted to legalize marriage for same-sex couples Thursday.

If the legislation passes in the House and is signed by Democratic Gov. Pat Quinn, it would make Illinois the 10th state to allow same-sex marriage. But it would not allow residents of Illinois who marry under the law to receive federal benefits, like those available under the Family and Medical Leave Act.

Senators Encourage Obama to End Workplace Discrimination

Sen. Jeff Merkley, D-Ore., led a group of 37 senators in sending a letter to President Obama on Valentine's Day, asking him to sign an executive order to protect GLBT workers from discrimination based on sexual orientation and gender identity, the Washington Post reported.

According to the White House website, President Obama believes workplace protection "should be expanded to include sexual orientation and gender identity."

Woman in Army National Guard Seeking Benefits for Spouse Dies

Jeanne Shaheen took to the Senate floor Thursday to tell the story of Charlie Morgan, a New Hampshire woman in the Army National Guard who died of breast cancer Sunday after fighting to get benefits for her wife and their 4-year-old daughter, according to The Associated Press.

Sen. Shaheen, D-N.H., posted a video of her floor speech on Twitter and YouTube.

Morgan's wife, Karen, spoke of hope for marriage equality at her funeral in Portsmouth, N.H.

""I'll be on the courthouse steps with your picture when DOMA goes down," she said, according to the Seacoast Online. "I'll see you there. It's a date."

Shaheen introduced a bill with Sen. Kristen Gillibrand, D-N.Y., in Charlie Morgan's name that would require DOD to recognize same-sex marriages performed in states like New Hampshire where such practices are legal.

Russia cleans up after meteor blast injures more than 1,000

CHELYABINSK, Russia | Sat Feb 16, 2013 8:37am EST

CHELYABINSK, Russia (Reuters) - Thousands of Russian emergency workers went out on Saturday to clear up the damage from a meteor that exploded over the Ural mountains, damaging buildings, shattering windows and showering people with broken glass.

Divers searched a lake near the city of Chelyabinsk, where a hole several feet wide had opened in the ice, but had so far failed to find any large fragments, officials said.

The scarcity of evidence on the ground fuelled scores of conspiracy theories over what caused the fireball and its huge shockwave on Friday in the area which plays host to many defense industry plants.

Nationalist leader Vladimir Zhirinovsky told reporters in Moscow it could have been "war-mongers" in the United States. "It's not meteors falling. It's a new weapon being tested by the Americans," he said.

A priest from near the explosion site called it an act of God. Social media sites were flooded with speculation about what might have caused the explosion, if not a meteorite.

"Honestly, I would be more inclined to believe that this was some military thing," said Oksana Trufanova, a local human rights activist.

Asked about the speculation, an official at the local branch of Russia's Emergencies Ministry simply replied: "Rubbish".

Residents of Chelyabinsk, an industrial city 1,500 km (950 miles) east of Moscow, heard an explosion, saw a bright light and then felt a shockwave that blew out windows and damaged the wall and roof of a zinc plant.

A fireball traveling at a speed of 30 km (19 miles) per second according to Russian space agency Roscosmos, blazed across the horizon, leaving a long white trail visible as far as 200 km (125 miles) away.

NASA estimated the meteor was 55 feet across before entering Earth's atmosphere and weighed about 10,000 tons.

It exploded miles above Earth, releasing nearly 500 kilotons of energy - about 30 times the size of the nuclear bomb dropped on the Japanese city of Hiroshima in World War Two, NASA added.

"We would expect an event of this magnitude to occur once every 100 years on average," said Paul Chodas of NASA's Near-Earth Object Program Office at the Jet Propulsion Laboratory in Pasadena, California.

"When you have a fireball of this size we would expect a large number of meteorites to reach the surface and in this case there were probably some large ones."

DIVERS SEARCH LAKE

Search teams said they had found small objects up to about 1 cm (half-an-inch) wide that might be fragments of a meteorite, but no larger pieces.

The Chelyabinsk regional governor said the strike caused about 1 billion roubles ($33 million) worth of damage.

Life in the city had largely returned to normal by Saturday although 50 people were still in hospital. Officials said more than 1,200 people were injured, mostly by flying glass.

Repair work had to be done quickly because of the freezing temperatures, which sank close to -20 degrees Celsius (-4 Fahrenheit) at night.

Emergencies Minister Vladimir Puchkov inspected the damage after President Vladimir Putin sent him to the region.

His ministry is under pressure to clean up fast following criticism over the failure to issue warnings in time before fatal flooding in southern Russia last summer and over its handling of forest fires in 2010.

Putin will also want to avoid a repeat of the criticism that he faced over his slow reaction to incidents early in his first term as president, such as the sinking of the Kursk submarine in 2000 which killed all 118 people on board.

Support growing for new debt exchange, says Phillips

Gary Spaulding, Senior Gleaner Writer

Minister of Finance and Planning Dr Peter Phillips disclosed yesterday that tangible support has begun to trickle in for the National Debt Exchange.

Phillips made the disclosure after an intense two weeks of meetings with a staff mission team from the International Monetary Fund (IMF).

"We have launched the debt exchange, but it has not been concluded at this point, but we can say that we have received the first orders under the debt exchange today (Friday)," Phillips told journalists at a press conference.

Chief of the mission team, Jan Kees Martijn, turned up at a press conference to endorse the programme that had brought immense public pressure on the finance minister.

"I have no idea who made the orders, but it's a good move, and I want to encourage all the others to step forward with their orders," Phillips added. "The next order of business is to complete the debt exchange offer in the coming week and to seek to finalise an agreement with our public-sector employees soon thereafter."

In continuing his quest to secure public support for the IMF's prior-action requirements, which he outlined this week, the finance minister emphasised that "everybody loses value, but without it, the loss of value will be much greater than it would otherwise have been".

NEED FOR PRIOR ACTIONS

Phillips reiterated that the initial endorsement by the IMF staff mission was subject to the completion of the prior actions, as well as the continued implementation of reforms.

"We welcome the conclusion of this round of negotiations and look forward to a similarly favourable consideration by the board of the Fund," said Phillips.

He continued to express confidence that support from the IMF would trigger a fund flow from other multilaterals, but indicated that his team had not yet quantified those benefits.

He stressed that the actions being pursued will add more certainty to the Government's ability to plan its expenditure over the medium term.

"They demonstrate the Government's commitment to changing Jamaica's prospects and performance," he said.

According to Phillips, the ultimate aim of any economic programme is to raise the rate of growth and real income.

"The growth strategy will centre on attracting significant new investment in areas such as agriculture, tourism, shipping, port logistics, business process, outsourcing and manufacturing," he said.

Added Phillips: "With the strong front-loaded macroeconomic adjustment, particularly on the fiscal side, implementing initiatives to protect the most vulnerable are particularly important in maintaining social cohesion, building capacity and improving productivity."
